Leave claim benefits are considered taxable income

Hartford CT — The Connecticut Paid Leave Authority (CTPL) today reminded Connecticut residents that paid leave benefits are subject to federal and state taxes. Taxes are not automatically withheld from benefits paid, but payees can request voluntary tax withholding at the time that they apply for benefits. Beginning in the first quarter of 2023, the CT Paid Leave Authority’s claims administrator, Aflac, will issue an annual Form 1099-G to the payee to report benefits paid under the program and any withholding.

“During the intake process, applicants are asked if they want to have federal and/or state taxes withheld,” said CT Paid Leave CEO Erin Choquette. “1099s are being generated this month based on those selections and should be provided to the State Department of Revenue Services and the IRS with the recipient’s tax filings.”

CTPL’s program administrator Aflac will be sending out the 1099s on or before January 31, 2023 via USPS. In addition, 1099s will be available on the CT Paid Leave Aflac online portal by 2/15/23. To access the form on the portal, login and view the claim, then choose Tax Forms. If a paid leave recipient suspects there is an error, they should call Aflac at (877) 499–8606. If a recipient of paid leave benefits does not receive a 1099 or cannot view it on the online portal by 2/15/23, they should call Aflac at (877) 499–8606. CTPL is required to provide the federal Internal Revenue Service with a copy of the 1099.

To apply for paid leave online, workers will first need to create an account with CT.gov. This will provide the applicant with a single identity and will take approximately 10 minutes. The applicant can then submit their claim online. Claims may also be filed by phone by calling (877) 499–8606. Hours of operation for a live representative are 8 AM to 8 PM ET, Monday through Friday.
